Manston Processing Centre is a short-term holding and arrivals facility located at a former Royal Air Force base in Kent. Opened by the UK Home Office in February 2022, it serves as the primary initial processing centre for migrants and asylum seekers arriving in the UK via small boats across the English Channel.

Context & Operations: The facility was designed to hold individuals for a maximum of 24 hours to conduct initial security, identity, and medical checks before transferring them to longer-term accommodation. However, the site faced extreme overcrowding and severe human rights scrutiny in late 2022 when it illegally detained over 4,000 people for several weeks in conditions described as unsafe and unsanitary.

Funding & Contractors: The facility is entirely funded by the UK central government. The daily operations, security, and facility management are heavily outsourced to private defense and security contractors, including Mitie, Interforce, and the Management and Training Corporation (MTC).

Freedom of Information Officer, Thanet District Council City council Awaiting response
  • Requested: 7 Oct 2026

What we asked: What specific local public health resources, environmental health monitoring, or council funds have been deployed by Thanet District Council to manage the impact of outbreaks of infectious diseases (such as diphtheria or scabies) originating from the Manston Processing Centre since its opening in 2022?

Please provide copies of any formal correspondence or emergency planning documents shared between Thanet District Council and the Home Office regarding the legal limits on the maximum capacity of the Manston site.

What strain, if any, has the operation of the facility placed on local statutory services (including local policing and emergency medical services), and what financial compensation has the council requested or received from the central government to offset these pressures?
